CCRS Manifests

CCRS Manifests:

The latest bulletin from the LCB makes it clear that they expect no further use of Contingency Manifests, stating the following:

Contingency Manifests are no longer accepted. If a license is found using any manifest other than the CCRS manifest provided on the CCRS manifest page, they could be in violation of WAC 314-55-085 and WAC 314-55-083(4). CCRS processes all files in under 15 minutes, so there is no reason to use a contingency manifest.

Therefore, Cultivera no longer generates Contingency Manifests, and instead now generates a document labeled “Internal Shipping Document” with a note at the top stating:

DISCLAIMER: Not for official use. Internal use only. Be sure to obtain the official manifest emailed to you by the LCB, as only that version can be printed and included with your delivery. The LCB has specifically required us to stop allowing the generation of contingency manifests.

Instead, you should manually retrieve the CCRS Manifest PDF attached to the corresponding "Manifest Generated" email; this is the only manifest document that should be printed and on-hand during transportation (please note: these can't be retrieved directly from Cultivera currently):

Anytime an order is manifested, Cultivera submits a corresponding Manifest.CSV to the CCRS, which then causes a "Manifest Generated" email to be sent to the Origin/Destination Emails you enter when manifesting (please note: the Manifest.CSV only allows for one Origin/Destination Email):

CCRS response times were previously much more regularly delayed (response times were over 2 weeks back at the beginning of Sept), but they have dramatically improved since the beginning of Oct (however the LCB's expected 15-min response time usually only happens for orders manifested earlier in the day, by the afternoon it's rare for a manifest to arrive in less than 1 hour; many responses still exceed 1-2 hours most afternoons, and some end up with 4-5 hour delays). (Please note: this delay in response times affects all integrators, we cannot control how quickly the CCRS processes the Manifest.CSV and returns a response.)

If you don't receive a "Manifest Generated" email within 15-60 minutes of manifesting, please navigate to the corresponding "View Manifest Information" page to press "Re-Submit CCRS Data", then email support@cultivera.com to let us know so that we can double-check for any potential error responses (please be sure to include a mention of either the Order# or Manifest ID). 

In general, any questions on what to do if a “Manifest Generated” email still hasn’t arrived by the time it’s supposed to begin transportation, or within the LCB’s 15-min expectation (which is often surpassed), please email your Enforcement Officer or Cannabis Consultant (cannabisenf@lcb.wa.gov), and/or to the MJ Examiners (Examiner@lcb.wa.gov or MJexaminer@lcb.wa.gov) for further guidance.

Additional FAQs:

  • "Where is the Manifest Generated email for ORD-# and/or Manifest ID#?"
    • Once an order is manifested, you'll see a CCRS status message in blue; initially it may say "reporting in progress" or something to that effect, but once the corresponding Manifest.CSV file has been submitted to the CCRS, the message will change to something like:
      CCRS: Upload Confirmation. Your submission was received at '12/1/2025 5:48 PM' Pacific Time
      • This indicates the CCRS is now processing the Manifest.CSV which they received at the date/time specified.
      • If you see "CCRS Manifest Reporting is in progress" or something of that nature instead, or if this message hasn't progressed to indicate success after 15-60min, please go to "View Manifest Information" and press "Re-Submit CCRS Data" (then email support@cultivera.com letting us know so we can double-check for errors).
    • Once the corresponding "Manifest Generated" email has been received, this CCRS status message in blue will update to something like:
      CCRS: This manifest has been accepted and processed by CCRS. A "Manifest Generated" email containing CCRS manifest pdf was sent to you from 'info@lcb.wa.gov' on '12/5/2025 8:34 AM'
      • Once you see this message, that confirms the CCRS and LCB have a record of the manifest, and the corresponding "Manifest Generated" email will now be in the Origin and Destination Emails entered when manifesting.
        • If you aren't sure which inbox to search, you can go to "View Manifest Information" and click "Re-Submit CCRS Data" to see which inboxes were entered when the order was originally manifested.
        • Please note: if you see an unintended Origin and/or Destination email here, you can correct it and re-submit so that future manifests are corrected, but the re-submit will not produce another "Manifest Generated" email if one has already been sent. In these scenarios, please instead go to your Origin Email inbox and manually forward it to any other inboxes desired.
          • If you do not have access to the Origin Email that was entered when originally manifesting, email support@cultivera.com so that we can find it in our integrator inbox and manually forward it to you and/or any other inbox desired.
  • "What if a Manifest Generated email still hasn't arrived by the originally scheduled Departure?"
    • Please continue to re-submit and email support@cultivera.com so that we can double-check for error responses, but if you're at the point where you'd typically be using the Contingency Manifest that can no longer be used and aren't sure how to begin transportation of your order/manifest without a CCRS Manifest being generated yet, please email your Enforcement Officer or Cannabis Consultant (cannabisenf@lcb.wa.gov), and/or to the MJ Examiners (Examiner@lcb.wa.gov or MJexaminer@lcb.wa.gov) for further guidance.
